Radiation Absorption is a Resource Property that dictates how much Radiation is absorbed per cell the radiation penetrates through.
Since Radiation Absorption is not a function of a tile's mass, even a few grams of liquid block as well as a full tile of it.

Some buildings that function as tiles do not absorb radiation at the same rate as the material they're made of. Solar panels, for example, do not absorb any radiation, despite being made of glass.

This is currently relevant only in the Spaced Out! DLC and not in the base game.
